Background

State Defense
State defense is the efforts to defend the sovereignty of the country, the integrity of the land, sea and air territory of the Unitary State of the Republic of Indonesia (NKRI), the safety and security of the community from all disturbances or threats coming from outside and/or within the country. To be able to provide optimal results from these efforts, the Republic of Indonesia uses components of the Indonesian National Army (TNI), security and order which have a role in mobilizing and strengthening the capabilities and strength of the TNI, supporting components consisting of all the natural wealth contained in the earth and water. and air which can be used for the purposes of national defense and resilience as well as increasing the capabilities and strength of the TNI and reserve components and the police.

Food Estate
President Jokowi was very smart in appointing Prabowo Subianto as Minister of Defense because Prabowo Subianto had campaigned for the food estate program for food security at the time and Prabowo contested in the 2019 Presidential Election (Pilpres), so Prabowo Subianto definitely mastered the issue of food estates. . According to Jokowi, the Minister of Defense not only takes care of defense equipment but also national food defense, which is why Prabowo Subianto was assigned to take care of the cassava project. According to Prabowo Subianto, the cassava project will start in 2021 from 30,000 ha and then until 2025 the number will continue to increase until it reaches 1.4 million ha at the end of 2025, so that Jokowi will no longer have a burden when his term as President ends. The national food problem is a strategic problem. On the other hand, food is also considered a weapon (food is a weapon, and food as a weapon), therefore it is not strange that President Jokowi views food as also part of defense, in an emergency.
In the context of food defense, President Jokowi created rice fields in Pulang Pisau district, Central Kalimantan, covering an area of 10,000 hectares and Kapuas district reaching 20,000 hectares for a total of 30,000 hectares. The creation of rice fields uses high technology drones for mapping, planning, controlling water, distributing rice seeds, eradicating pests (pepticides), fertilizing, while for plowing using a floating tractor which can plow two hectares every day. Rice fields for planting rice with intercropping crops on the edge of the rice fields are planted with orange trees, coconuts, sweet potatoes, cassava, vegetables such as shallots, etc. so that the result is not only rice but other fruits and vegetables.
The presence of a food estate is expected to increase farmers’ income, not only from rice commodities but also shallots, oranges and other crops and their derivative products such as cassava chips, banana chips, sweet potato chips so that they meet national food needs and do not need to import rice from Viet Nam. This kind of business model has proven to be good, successful in other places. Indonesia should be grateful that in Pulang Pisau district, Kapuas district, the expanse is flat, the water is abundant, the land is fertile so it would be a shame if it was not utilized to make the land more productive.
President Joko Widodo also said that the food estate area will be worked on on an area of 168,000 hectares, however, in 2020 it will work on an area of 30,000 hectares as a pilot model. President Jokowi will also develop a food estate area which will be worked on on a large scale and will require very modern equipment. Apart from that, in the same area various commodities will be developed including food crops, horticultural commodities, plantations and animal husbandry, cage fisheries and duck farming.
On October 9 2020, President Jokowi, accompanied by Minister of Agriculture Syahrul Yasin Limpo, made a working visit to Pulang Pisau district, Central Kalimantan and Kapuas District, Central Kalimantan Province to review the food estate program for rice fields using drone technology. Separately, Minister of Agriculture Syahrul Yasin Limpo explained that food estate is a 2020-2024 National Strategic Program to build national food barns.
These efforts can create jobs in rural areas, provide social protection, increase the income of farming families and ensure adequate national food security. The development of food estate areas in Central Kalimantan Province is carried out using intensive swamp land optimization technology, in order to increase production and cropping index (IP). It needs to be noted here, especially during the COVID-19 pandemic, the agricultural sector provided positive growth of 16.24% in the second quarter (q to q), therefore special efforts are needed to maintain national resilience and availability of food in order to create conditions for a peaceful and prosperous society. .Everyone must work hard and cooperate based on efforts to provide additional national food stocks.
