Airspace Conflict Contigency above Airport

Introduction

It is often discussed regarding the possibility of conflict over the use of air space above airports, but often this discussion is not resolved with modeling that can be understood by civil aviation regulators regarding the air space requirements determined in military air space. We know the Restricted, Prohibited and Danger area zones clearly, but often planning for airport development and KKOP areas that intersect with R, P, D areas is only at the level of limited discussion meetings.Introduction, It is often discussed regarding the possibility of conflict over the use of air space above airports, but often this discussion is not resolved with modeling that can be understood by civil aviation regulators regarding the air space requirements determined in military air space. Discussion

If we have experience at MCC (Military Civil Coordination) meetings in the Pakanbaru zone, Pontianak, Medan, Makasar, Kupang, Semarang, Adi Sutjipto Jogjakarta, Adi Sumarmo Solo, Abdul Rahman Saleh Malang and so on. It started with the Enclave Civil airport (a military airport used for civil aviation purposes) with a review of civil aviation regulations, but there were military interests that had to be met for national defense. Especially the flight training zone for the military with all its operational and tactical codes. Role models for the use of shared air space are often discussed at MCC meetings. If this is a problematic trend and has been resolved in previous regions or airports, then it will not happen if the government discusses it in planning the construction of new airports in Indonesia.

The trend of building civil airports by regional/provincial governments is currently being carried out by the government, in this case it is being discussed at the air transport ministry level. Starting from determining the location of the allocation and master plan, KKOP, Impact of Amdal, operation, implementation and business. At the implementation level, development is rarely supervised by the relevant regulators (civil and military, BMKG, KLH) at the lower level, namely regional and provincial governments. The many conflicts after the construction of airports that will be operated are related to air space, such as the DHOHO Kediri airport which was initiated by the private sector (cigarette company PT. Gudang garam tbk.), one of which is currently an interesting topic for us to discuss here. Not to mention the opening of the South Java Island route in anticipation of the North Java Island route which is already very congested, but after being determined by the government, this route is very quiet because commercial airlines feel the distance is getting longer. Airnav Indonesia’s innovation in making UPR, PBN Enroute, PBN Approach is also a good breakthrough but adjusted to the number of airlines using these routes.

Based on news from the media that the DHOHO Kediri airport air area is in conflict with the Madiun Base military / TNI training area. Above DHOHO Kediri airport is the Magetan AGL (above ground level) block training area up to 14,000 feet. In the discussion it was agreed that the Magetan Block Above 6,000 feet was TNI space so that civil aviation could use below 6,000 feet and agreed on 5,000 feet. However, the area that is very burdensome for the airline to carry out movements after take off and approach to land is 20 to 35 Nml north of the airport which has a runway direction of 32/14 length and runway width of 3,300 x 45 meters. It is possible to take off runway 14 and landing runway 32.

“Kediri Airport is Still Being Built Despite Complaints from the Indonesian Air Force, This is the Ministry of Transportation’s Explanation” (Republika of Monday 28 August 2023)

The Ministry of Transportation (Kemenhub) said that the infrastructure project for Dhoho Airport, Kediri, which was built by PT Gudang Garam, will be completed this year and is ready to operate on a limited basis. The Ministry of Transportation also stated that it was ready to communicate directly with the Indonesian Air Force regarding any complaints because the airport’s presence was considered to have restricted F-16 aircraft training. As is known, the construction of the Dhoho Airport in Kediri, East Java, in fact had to sacrifice the training room for the Indonesian Air Force (TNI AU). If later civil aircraft are already operating to carry passengers at Kediri Airport in 2024, the combat aircraft training room will be disrupted.

The commander of the 3rd Air Wing of Iswahjudi Air Force Base, Colonel Pnb I Gusti Made Yoga Ambara, revealed that the Kediri Airport area has so far been a training area for fighter aircraft maneuvers flown from Iswahjudi Air Force Base, Magetan Regency. If the airport operates, F-16 aircraft will no longer be able to fly in the skies of Kediri.

As a consequence, the Indonesian Air Force’s training air space had to be moved. If it’s like that, it will make operations bloated. Yoga said that the impact of the Indonesian Air Force would be disadvantaged because it would have to pay three times the costs.

“We (forced) have to move to (airspace in the) south. If we have to go south, we will continue to practice, which previously only required 10 thousand dollars (Rp. 152 million), so it is 30 thousand dollars (Rp. 457 million) per hour,” said Yoga during a presentation at the ‘Dirgantara Media Tour’ event at Iswahjudi Air Base, Magetan Regency, Thursday (24/8/2023).

This 2000 Air Force Academy (AAU) Abiturien said that the construction site for Kediri Airport was too close to Iswahjudi Air Base. If it does operate next year, civil aircraft traffic will definitely disrupt combat training operations for F-16 pilots.

Iswahjudi Air Base is the home base for F-16 aircraft in Air Squadron (Skadud) 3 and T-50i Golden Eagle aircraft in Skadud 15 belonging to the Indonesian Air Force. So far, Kediri air space has been a routine training location for fighter pilots. So, in the future, like it or not, Indonesian Air Force fighter pilots will have to give up looking for training areas that are further away.

“Kediri Airport is approximately 30-25 miles from us. As a result, we will lose a quarter of the training area in the east, because there is an airport, we cannot use that area to carry out training,” Yoga explained.

A study of the airspace at DHOHO Kediri airport from the Directorate of Aviation Navigation and Airnav Indonesia as the airspace management operator has made the entry and exit points of aircraft to and from DHOHO to the north within 25-35 Nml at max. 5,000 feet. Regardless of how many planes are passing through the DHOHO Kediri airport, it will be difficult for the pilots and it will be detrimental to the airline’s fuel consumption at an altitude of 5,000 feet as far as 25 – 35 Nml. In terms of discussions regarding the existence of the new airport, initially the TNI understood that this new airport was only a private airport that PT. Gudang Garam, based on information from the results of the TNI-AU meeting, turned out to be an international commercial airport as an alternative to Juanda Surabaya airport which will be managed by Angkasapura I as PT. with the permission of the Airport Business Entity (BUBU). Even though it is currently in the process of completing development, discussions regarding air space with the TNI and air transportation regulators have not yet been scheduled. So the Magetan block will still be an air space that has the potential for conflict.

As an association, we suggest: 1. Review the Kediri DHOHO master plan regarding Airport Operations prior to the stipulation of Feasibility and certification of airport status. 2. Based on the location, the operation of the DHOHO will have an impact such as the second volume of Kertajati airport after it was inaugurated and did not get a response from the airline. 3. Natural studies also influence the existence of dangerous levels of security and safety. 4. It is necessary to study check points in and out, DHOHO Kediri holding points regarding the space agreed with the TNI-AU.

The new airport should adapt to the air transportation needs of regional supply and demand. APENINDO is only concerned with the aviation industry, including sustainable aviation business.
